Applying system dynamics to strategic decision making in construction

摘要： The author discusses the application of System Dynamics to high-level strategic simulation in construction. In particular, System Dynamics’ strength on representing feedback processes, aggregation, soft variables, and continuous simulation clock for high-level simulation are discussed using real modeling examples. From this exercise, it is concluded that System Dynamics offers a great potential for strategic simulation in construction. Further, the author proposes a comprehensive simulation framework that integrates System Dynamics and Discrete Event Simulation for a strategic decision making process in construction where operational details should be taken into account.

Strategic Project Management to Use the Grand Challenge Scholars Program to Address Urban Infrastructure

摘要： Throughout the world, infrastructure to support cities is critical to support sustainable and responsible economic development. This can include new infrastructure projects in the case of growing areas. It can also include the renewal and upgrading of existing infrastructure in areas that have been inhabited and already developed. Infrastructure includes roads, bridges and transportation systems; power grids and energy service; internet and telecommunications; and water and sewer services. This development can be part of a system of systems, in which government, industries, and universities can contribute knowledge, skills, and abilities. This paper will investigate the strategic project management taken by one university to provide an academic experience that will prepare engineering students to address several of the Grand Engineering Challenges of the 21st Century, as identified by the US National Academy of Engineering. The challenges relating to energy, water, information, and urban infrastructure can be approached using the functions of teaching, research, and service. By approaching the challenges strategically, resources of faculty time, student effort and laboratory facilities can be leveraged to achieve greater results. This case study will describe the efforts and results to date and identify opportunities for future growth.

Proliferation of district heating using local energy resources through strategic building-stock management

摘要：

District heating systems using cogeneration technology and renewable resources are considered as an effective approach to resources conservation and reduction of greenhouse gas (GHG) emissions. However, wide-spread aging and depopulation problems, as well as the popularization of energy-saving technologies in buildings, are estimated to greatly decrease energy consumption, leading to inefficiency in district heating and barriers to technology proliferation. From a long-term perspective, land use changes, especially the progression of compact city plans, have the potential to offset the decrement in energy consumption that maintains the efficiency of district heating systems. An integrated model is developed in this paper based on building cohort analysis to evaluate the economic feasibility and environmental impact of introducing district heating systems to a long-term compact city plan. As applied to a case in the Soma Region of Fukushima, Japan, potential migration from the suburbs to the central station districts is simulated, where district heating based on gas-fired cogeneration is expected to be introduced. The results indicate that guided migration to produce concentrated centers of population can substantially increase the heat demand density, which supports a wider application of district heating systems and better low-carbon performance. These results are further discussed in relation to technology innovation and related policies. It is concluded that policies related to urban land use planning and energy management should be integrated and quantitatively evaluated over the long-term with the aim of supporting urban low-carbon sustainable development.

中国能源资源基地分布与管理政策研究

摘要：

能源资源基地是我国矿产资源安全保障的战略核心区域，肩负着保障国家资源安全的重要使命，对优化矿产资源空间开发格局、转变矿业发展方式、推动矿业高质量发展具有重要意义。本文以《全国矿产资源规划（2016—2020年）》中提出的103个能源资源基地为研究对象，对基地的内涵和定位、基本理论支撑、建设任务以及划定原则等进行了探讨，从矿种和地域两方面分析了能源资源基地的分布态势，提出基地划定与管理中存在的问题，包括管理上没有纳入省级发展规划，建设规划编制不到位，与国家规划矿区不匹配和激励政策不具体等。从落实方案、监管政策、激励政策、机制建设、保障体系等五个方面提出了推动能源资源基地建设的政策建议，以期为矿产资源战略规划管理提供支撑。

战略性新兴产业政府引导方式创新研究

摘要：

“十二五”以来，我国战略性新兴产业取得了长足发展，对于转变经济增长方式、调整产业结构、稳定经济增长发挥了重要作用，但仍然存在产业关键核心技术缺乏、资源配置分散、体制机制不完善、配套设施发展滞后等问题。“十三五”期间，战略性新兴产业的引导方式需要进行创新，要改变以政府为主导的传统发展模式，建立以“市场为主导，政府引导”的新型发展模式。总体来看，战略性新兴产业的发展应该运用新的创新治理工具，完善战略性新兴产业治理体系建设，推进战略性新兴产业创新能力建设，促进“十三五”时期战略性新兴产业的发展。

中外汽车产业管理体系对比研究

摘要：

目前，我国汽车产业正处在由大变强的关键阶段，而欧洲、美国、日本等汽车工业发达国家和地区已经形成较成熟的汽车管理体系，对我国建设和谐汽车社会和推动汽车强国建设具有重要的借鉴意义。通过对比我国与发达国家汽车产业管理体系，总结我国汽车产业管理体系存在的问题和缺陷，并借鉴发达国家经验提出包括改革车辆管理体制、推进法制化建设、发挥市场机制作用、加强战略引导、鼓励技术创新在内的优化调整建议。

黄河三角洲及附近海域综合治理战略研究

摘要：

针对黄河三角洲及附近海域的生态环境现状和主要问题，从黄河三角洲是河—陆—海体系一部分的角度，提出了黄河三角洲及其附近海域综合治理战略：(a)通过多流路和科学调度，把黄河水沙营养物相对均匀地输送到黄河三角洲沿岸各处，(b)把河口河道整治成相对窄深的河道，以节约黄河口输沙水量；(c)利用黄河泥沙，淤高三角洲洲面，增加地下水埋深，改良盐碱地；(d)在渤海西岸及其上游地区实施陆海统筹的环境管理和污染治理。

推动能源生产和消费革命战略研究

摘要：

能源是我国经济社会持续健康发展的重要物质基础，能源生产和消费革命是我国发展的必经之路。在我国，推动能源生产和消费革命作为国家发展战略已经开始逐步实施。本文从能源与经济社会关系的角度入手，指出推动能源生产和消费革命具有重要意义；阐述了我国能源革命的背景，结合发达国家的历史经验，分析了影响能源革命的重大问题；最后结合现状提出推动能源生产和消费革命的战略建议，为我国能源生产和消费革命提供参考和有力支撑。

Improving Internationally Core Competences Based on the Capabilities of Precise and Accurate Project Management

摘要： Modern international project management has entered the phase of precise and accurate project management after the global financial crisis broke out at the beginning of the 21 century. However, its development has faced new challenges since there has been lack of explicitly unanimous definition for the capability dimensions of precise and accurate project management, as well as the models and their process control parameters. The required core capabilities based on the precise and accurate project management for various rings are involved in the project life cycle, namely, the required internationally core competences and their components for the phases of project strategic planning and decision making in the early project phase, as well as the value engineering, and the project supervision and controls during the execution phase. Through studying the effects of the internationally core competences based on precise and accurate project management capabilities for the success and excellence of projects and configuring such models, the goal is to help the main contractors continuously obtain project success and excellence, thus improve its internationally core competences with continuous project success and excellence.

Identification of Critical Success Factors for Construction Innovation: From the Perspective of Strategic

摘要： Nowadays, China is in the period of industrialization, modernization and urbanization. The investment to the infrastructure is increasing which requires the support from construction innovation. Construction innovation is project-based cooperative innovation. The innovation based cooperation not only focuses inside the boundary of project, but also emphasizes the long-term strategic cooperation among the participants of innovation network. Therefore, it is significant to explore the Critical Success Factors (CSFs) of construction innovation based on the viewpoint of strategic cooperation. This paper first presents the definition and characteristics of construction innovation. By tracking the international frontiers, the authors studied a great number of literatures on the influence elements of construction innovation. Combining the effort of literature review and expert interview, this present paper identified 20 CSFs for construction innovation, which is verified and perfected by a case study in the end. The findings of this research will be of great importance for guiding the practice of construction innovation in China.

基于策略型消费者的易逝品最优定价研究

摘要：

随着信息获取变得越来越方便快捷，消费者策略行为在日常生活中变得越来越普遍。同时，产品的易腐蚀性使得时间敏感的消费者的选择更复杂。本文研究存在策略型消费者的易腐蚀性产品最优定价问题。垄断厂商在一定时期内销售有限个产品，消费者根据效用最大化原则选择自身的最优购买时机。本文分为不补充库存和补充库存两种情形。研究表明，厂商与消费者之间存在博弈均衡，厂商公布定价策略后，存在最优的阈值函数划分消费者结构。消费者的策略行为对厂商利润有重大影响，厂商可以根据市场需求状况和消费者时间敏感程度通过适当的库存和价格设定来减少消费者策略行为带来的损失。补充库存只有在市场需求较大的时候才优于不补充库存情形。
